<p><strong>Implementation of Agency Regulations 2010 &#8211; TUC Bargaining Guide for Union Officials and Reps Involved in Representing Agency Workers</strong><strong><br />
</strong>As part of the implementation of the Agency Workers Regulations 2010 the TUC have issued documentation which branches may find useful.</p>
<p>Hundreds of thousands of agency workers across the UK face discrimination at work. They are frequently paid less, are required to work excessive hours with no overtime pay, and are entitled to less holiday than directly employed workers doing the exact same job.</p>
<p>After years of campaigning by trade unions, from 1 October 2011, agency workers will benefit from new equal treatment rights. These new rights are contained in the Agency Worker Regulations 2010 (AWR).</p>
<p><strong>From day one of an assignment</strong> agency workers will have a right to:</p>
<ul>
<li>Equal access to collective facilities provided by the hirer</li>
<li>Information and the opportunity to apply for vacancies in the hirer&#8217;s workplace</li>
</ul>
<p><strong>After 12 weeks in the same role with the same hirer</strong> agency workers will have the right to:</p>
<ul>
<li>equal treatment on pay, holidays and working time</li>
<li>improved pregnancy rights</li>
</ul>
<p>Any work done by an agency worker for a hirer before 1 October 2011 will not count towards a 12 week qualifying period.</p>
<p><strong>The first day that an agency worker can qualify for equal treatment on pay, holidays and working time entitlements will be 24 December 2011.</strong></p>

			<content:encoded><![CDATA[<p>CWU TV joined up to half a million people and marched on London as part of the TUC&#8217;s March For The Alternative campaign. CWU together with other trade unions, political organisations and members of the public voiced their anger and dismay at the government&#8217;s public spending cuts plan, which will potentially put more than a million people out of work. CWU&#8217;s Billy Hayes joined Brendan Barber, TUC General Secreatry and Labour Leader Ed Miliband at the rally in Hyde Park.</p>

			<content:encoded><![CDATA[<p><strong>The postal strikes have been called off until at least the New Year to allow for fresh talks between Royal Mail and the Communication Workers Union.</strong></p>
<p>TUC general secretary Brendan Barber said the decision had been made to provide &#8220;a period of calm&#8221; in which the two sides could reach a long-term deal.</p>
<p>He said that meant Royal Mail deliveries would be &#8220;free of any disruption&#8221; over Christmas.</p>
<p>However Mr Barber said that securing a final deal remained a long way away.</p>
<p><!-- E SF -->He was speaking after the TUC helped to broker the agreement between the two sides to end the strike action.</p>

<p>The industrial dispute has been over the level of job losses the Royal Mail says are necessary as part of its modernisation plans.</p>
<p>While the CWU accepts that some redundancies are required, the two sides disagree over their extent.</p>
<p>They also disagree over changes to pay and working conditions for Royal Mail staff that remain in their jobs.</p>
<p><strong>&#8216;Work hard&#8217;</strong></p>
<p>CWU deputy general secretary Dave Ward said the decision to end the strike action had been unanimously agreed by its executive board.</p>
